I am running it with separate accounts, and I manage the only administrator account. Sometimes they work, sometimes not. I've been working in technology for over 20 years in a wide range of tech jobs from Tech Support to Software Testing.

It makes sense to disable the integrated burning features when 3rd party disk burning software is installed as this will also avoid conflicts or interferences and free up some resources. At best you can use the Local Group Policy Editor (Run / gpedit.msc) to disable the built-in disc burning features by enabling: User Configuration\Administrative Templates\Windows Components\Windows Explorer\Remove CD Burning Features Then I need a way to stop this.
