Sometimes out of habit I'll hit the Shift key when I start typing a word. Now I'm on Win 8.1, have had the Charms Bar (and clock, which pops in and out with it) deactivated for many months, still pops in for no reason. Else, you might have something messed up in your registry, try downloading Ccleaner. If I felt it belonged in the Internet Explorer forum I would have left it open and closed this one.
